A Legacy of Positive Change
Following Her Departure from Shenandoah County, Dr. Melody Sheppard Brings Her Proven Track Record to Amherst County
By Dan Hill
With Dr. Melody Sheppard having now departed Shenandoah County Public Schools (SCPS) to serve as Superintendent of Amherst County Public Schools, she leaves behind a division in Shenandoah County that was fundamentally transformed during her five-year tenure. When Dr. Sheppard first took the helm following the turbulent administration of Dr. Mark Johnston, she inherited a school system at a critical crossroads. Under Dr. Johnston, SCPS was marked by controversial decisions—including divisive school renaming initiatives, allegations concerning the potential misuse of funds, and scrutiny over a federal employee tax credit for which public school divisions were ultimately ineligible. Academically, the division had tumbled outside the top 100 school districts in the Commonwealth, languishing at 114th or worse in overall state rankings. Today, having stepped into her new role in Amherst, Dr. Sheppard leaves behind a legacy of restored stability, academic triumph, and remarkably big shoes to fill in Shenandoah County.

A Historic Climb in State Rankings
During Dr. Sheppard’s five years leading SCPS, the division climbed steadily into the top tier of Virginia public school systems, with statewide rankings rising into the 50s. This dramatic upward trajectory reflected steady, across-the-board gains in Standards of Learning (SOL) pass rates, graduation metrics, and career and college readiness indicators.
While state performance rankings capture this dramatic turnaround, critics have occasionally attempted to elevate outside, national commercial rankings over the Virginia Department of Education (VDOE) system. Such comparisons miss the mark entirely. Third-party media rankings rely on generic algorithms, incomplete datasets, and national models with zero direct ties to Shenandoah County or the Commonwealth’s specific Standards of Learning. The VDOE accountability framework evaluates every single student and school directly on local curricula, rigorous statewide assessments, and verified graduation rates. By the metric that actually measures Virginia standards, SCPS’s rise from 114th to the top 50s under Dr. Sheppard represents genuine, verified growth.
Full Accreditation and State Exemplar Honors
The strongest testament to Dr. Sheppard’s time in Shenandoah County is found in the classroom. While individual schools in the county had been fully accredited at one time or another in past years, division-wide full accreditation became the established standard across all nine schools during her administration. Achieving and maintaining 100% full accreditation across the entire county established a level of consistency and academic excellence the division rarely saw under prior leadership.
Furthermore, individual schools across the county earned prestigious VDOE Exemplar Performance Awards, recognizing exceptional achievement and continuous improvement:
Stonewall Jackson High School earned the coveted VDOE Exemplar Highest Achievement Award—marking two consecutive years of winning exemplar recognition since the school board voted in 2024 to restore the original historical school name.
Strasburg High School earned the VDOE Exemplar Highest Achievement Award.
Signal Knob Middle School earned the VDOE Exemplar Performance Continuous Improvement Award.
Success Across High Schools and Athletics
The division’s three comprehensive high schools—Central High School, Stonewall Jackson High School, and Strasburg High School—reached historic highs in academic success, career readiness, and athletic achievement during Dr. Sheppard’s tenure:
Academic Excellence & Graduation Rates: The division achieved an impressive 97.7% on-time graduation rate, with nearly half of graduates earning Advanced Studies Diplomas. The Class of 2025 alone secured over $2.4 million in higher education scholarships.
Expanded Career & Technical Training: SCPS expanded programs at Triplett Tech to 19 distinct pathways, offering credentials in high-demand fields like cybersecurity, healthcare, electricity, and aircraft pilot training. Over 1,000 industry credentials were earned by SCPS students in a single year.
Championship Culture: The commitment to excellence extended far beyond test scores. Strasburg High School’s football team capped off a phenomenal season by capturing the state championship title, bringing home the state trophy for the first time since 1995. Meanwhile, Central High School Softball claimed its first-ever state championship title.
A Record of Results and a Big Standard to Maintain
When contrasting Dr. Sheppard’s five-year record against the prior administration, the progress made prior to her departure is undeniable across every measurable standard. The Johnston era left the division burdened by public friction over school name changes, financial questions regarding ineligible tax credits and fund allocations, inconsistent accreditation performance, lower graduation rates in the low-90s, and a state ranking that slid to 114th or lower.
In contrast, Dr. Sheppard’s calm, focused leadership delivered a 97.7% on-time graduation rate, sustained division-wide accreditation across all nine schools, multiple state exemplar awards, financial propriety, and a dramatic leap into the top 50s of Virginia school divisions.
Now that Dr. Sheppard is officially at the helm in Amherst County to continue her career of administrative success, Shenandoah County faces the daunting task of selecting a permanent successor capable of maintaining this momentum. By focusing on core academic fundamentals, supporting educators, restoring fiscal integrity, and holding schools accountable to Virginia’s rigorous public standards, Dr. Melody Sheppard ushered in a new era of excellence for SCPS—leaving behind a remarkably strong school system and an exceptionally high bar for the future.
